'Dear Leader' was written by Jang Jin-sung, a pseudonym of a North Korean poet who defected to South Korea. Jang was a poet for a North Korea intelligence agency called the United Front Department (UDF). The UDF’s job, as Jang describes it, is to create propaganda that gives legitimacy to the Kim regime. Historically, the UDF’s main strategy was to pose as South Korea writers who were sympathetic with North Korea. They would do this by not only adopting the writing style of South Korean’s, but by using pseudonyms, publishers, and even fonts that could pass as South Korean. Though this did create some something among the South Korean’s toward the North, the UDF’s target audience was North Koreans. The idea was to give the illusion that at least some influential South Korean’s preferred the North to the South.
